Julius Franklin Howell (17 January 1846-19 June 1948) was a Confederate veteran and commander-in-chief of the United Confederate Veterans after the American Civil War.

HOWELL, Julius Franklin, educator, was born in Nansemond county, Virginia on January 17, 1846; son of Edward and Sarah (Barnes) Howell, and grandson of Edward Howell. He attended private schools and Reynoldson Collegiate institute, Gates county, North Carolona, 1855-61, and the Civil War prevented his immediate attendance at college. Early credits include playing the role of Officer Franklin in the feature film "Haven,"  Civil War Confederate Soldier. Julius Franklin Howell, at the age of sixteen, entered Confederate service and would in time become a member of the 24th Virginia Cavalry. On occasions, he was on detached duty, serving general officers as a trusted courier. In the waning days of the war he was captured and imprisoned until after the war's end.
